Mr. Ingar Flatlandsmo
Principal Energy Economist, Multiconsult
Mr. Ingar Flatlandsmo is a senior energy economist and program manager, specialized in energy markets and projects in East-Africa and the Nordics. He has advised on a number of sector reform efforts in African power sectors, conducted financial and economic analyses of energy projects and markets, prepared programme documents and conducted evaluations of development assistance interventions in the energy sector, and conducted policy and institutional analyses in a number of developing countries.
He recently managed the Zanzibar Energy Support project, a USD 5 million sector reform program providing technical assistance and training to the Ministry responsible for energy, the power sector regulator, and the utility. Other notable roles include responsibility for the load forecasting component of a least cost power sector expansion modelling assignment for 54 African countries for the AfDB, and heading the transmission pricing component of the study to establish an open access regime in Zambia.
Ingar hold a M. Sc. in Business administration from the Norwegian School of Economics (NHH), with a major in Energy, Environment and Resource economics, and a CEMS Master of International management degree from NHH and ESADE Business School in Barcelona.
